Damage to road surface

A few weeks ago a scaffold truck drained oil onto the road. The oil has not washed away but has reacted with the tar and become sticky and lumpy. I tried to scrape off the oil but the road surface is breaking up. I covered the area with sand as people are walking in it and spreading the tar.

Soon after my initial report someone came to inspect the oil spill and covered the area with what looked like cat litter. That has now worn off and the oil (diesel) is still there on the road and there are still patches of loose and bumpy tar that the diesel 'melted'.
