Clattering manhole cover at 18 Gower Street

Yet again this manhole cover is loose and each time a bus passes over its like a gun going off. Why can't these manholes be bedded in properly. Its like waiting for someone to shoot you every 5 minutes, all day and all night. PLEASE FIX IT

Why do the untility companies fit these low quality manhole covers?
