New beach fencing about to disappear

A new fence was erected in November 2009 ( just 3 months ago) on Greatstone beach at the location shown on the map; presumably as part of the sea defences. Unfortunately, the fence was erected below the high water level and is currently being eroded by the spring tides. Please see attached photos. Why was it erected in this location, knowing that such tides would erode it as they have done?
