Abandoned van

Red van with no number plates and no tax, left on corner of lane by allotments. The van has many non-original panels, wheels and fittings. It's been there many months, but I've only just noticed the lack of number plates. I don't know whether this lane counts as a public highway, but it's certainly not privately owned land.
