Noisy loose drain cover

Drain cover noisy and loose adjacent to elderly resident housing in The Square off Godstone Road. Noise like a pistol shot disturbs sleep and enjoyment of properties inside and outside buildings. Also audible in properties in Jenny Lane, Godstone Road shop flats. See also complaint concerning drain cover on same drain run opposite Headland Way next to 1 Jenny Lane by the telegraph pole.

Had an email from Surrey County Council Highways saying they have no resources for dealing with a problem which would not rate as a highway safety defect. So unless cover collapses we are sentenced to sleep deprivation. We have moved bedrooms but it doesn't help.
