Parking on main street causing obstruction

Two cars are parked together on this bend at most hours of the day. It is believed they belong to the same owner. This causes traffic congestion back to the main road in peak hours and restricts access into and out of the village as it is not possible to see round the obstruction. The area from the village hall to the main A413 should be double yellow lines
