Mud on pavement and road coned off

I visit an elderly relative at Brocastle Manor Care Home. Recently there has been a section of the road coned off and mud tracks along the pavement. I have spoken to staff at Brocastle Manor who advised that a local farmer doesn't like people parking on the pavement and as a result he has coned off part of the road. I understand he drives his tractor across the pavement which makes it very muddy and slippery. There is a section of fencing which has been removed to allow him to drive his tractor into his field. There is no drop kerb or road markings indicating an entrance though.

Can the farmer continue to cone off sections of the road and also drive his tractor over the pavement making it muddy and slippery?

I have contacted the police but they advise it is a council matter.
