At least from my house going towards town there is always dog mess that has not been picked up by their owner. On many occasions it has been left right next to people's front door steps and below front windows. I have also had difficulty getting my 2 year old into her car seat because dog mess has been left on path in front of passenger car door. I would be happy to have the council temporarily install surveillance cameras in my front windows to catch the culprits... i am pretty sure they are repeat offenders and so this method should be successful. I understand that the community neighbourhood wardens have a lot to deal with but hopefully a few schemes to catch people and the resulting publicity about people being fined may encourage dog owners to be more responsible.
