Water leak

There has been a leak in the road somewhere now for about 6 weeks. The water is coming through the ground and continually pouring down the drain. Someone keeps coming out and putting salt/grit on it to stop it freezing but this isn't really fixing the problem. Not sure who to report it to. It is a problem because of the large number of puddles that are forming as a result.

All fixed. Took the contractor a couple of attempts but they got there in the end. Now, about those potholes...
