Cars Blocking Road

When I first moved to the property, residents parked on both sides of the road, usually covering the footpath on both sides. This was stopped last year when every single car was given a parking ticket. While this did not go down to well, we understood the reasons why and everybody began parking on one side of the road, not blocking either footpath. However, this is no longer the case for some residents, who park on the opposite side of the road to everyone else (also on the footpath), which then makes the road *very* narrow, often not leaving enough room for cars to get up and down the street, never mind bin lorries, and emergency services etc. This has led to damaged cars, cancelled journeys if you cannot find the owner of a vehicle, beeping horns from blocked cars at all hours, difficulty parallel parking, and lots of frustration and animosity.

Surely, something can be done. Maybe double yellow lines on one side of the road? Or higher/double kerbs? It is not fair for law abiding citizens to have to pay a fine for parking, and then watch others ignore the same rules whilst causing obstruction for everyone else. Apparently, common sense does not prevail.
