Minicabs using loading bay as a rank!

Parking attendants seem to ignore the numerous minicabs using the loading bay on Ladbroke Grove (between Ladbroke Gve tube station and the corner of Lancaster Road). It is constantly full of mini cabs, they have no right to be park there reading the paper while waiting for a job, it is not a rank for them. The loading bay is never available for legitimate deliveries to nearby residents and businesses. Why are the allowed to park there for more than 20 minutes and return so frequently??
