Two residents who block access to cul de sac repeatedly

For a few years two residents have parked their van and car directly across from one another and on numerous occassions have made access to a section of Sparkfields extremely difficult for small cars and nigh on impossible for larger cars, vans and importantly emergency services if required. The problem seems to be getting worse. When approached the residents can be rude and the problem seems to worsen. They seem to take delight in making access difficult.
