Cars parked on grass verge

There are numerous cars parked on the grass verge including a Police Dog vehicle. There is a local bylaw saying not to park on the verges, presumably to stop the verge from disappearing, which is exactly what has happened. Something needs to be done as it ruins the appearance of the area.
