Access to back lane

Access to the back lane of Shirley Road is often blocked and I can therefore not use my garage as I might get blocked in. The traffic wardens cannot do anything unless all three accesses (1 from Tydfil Place 2 from Shirley Road) are still blocked when they arrive - by which time I would be too late for work. This is also an issue for emergency access e.g. fire engines. The exits of the back lanes are not marked with double yellow lines. And if these were put down it would have to be patrolled as people park on double yellow lines for the bus stops.
