Grit Bins Empty

The two local grit bins, located at The Nook, Hoylandswaine have not been refilled by Barnsley Metropolitan Council for weeks , even after a number of residential calls have been placed with the highways department . Unfortunately, the slightest frost on ‘The Nook’ makes it impossible or very dangerous for any vehicle to tackle; I feel the council’s approach of not filing the grit bins is DANGEROUS and someone is going to get hurt Since 2003 I believe that local authorities have had a new duty of care, embedded in section 41(1A) of the Highways Act 1980, to ensure so far as reasonably practicable that safe passage along the highway is not endangered by ice or snow. However I understand the logistics of gritting all roads by lorry, clearly an impossible task. However, any residential road prone to being an extremely cold spot for black ice, the highway authority should take reasonable steps to ensure safe passage along the road by refilling the roadside bins On a number of occasions, even when the Nook has been manually gritted, the waste management services have deferred waste collection because of safety issues. What about our safety? What are these reasonable steps the council are taking ? Taking away the roadside grit bins is very dangerous strategy and could be extremely costly to the council in the long run.
I have no idea on who’s responsible for the poor planning and inadequate contingency plans but its clear we need additional investment
