No bin at the bus stop

There is a lot of litter dropped at the bust stop next to my house. Some of them are on the street. As I do not have a fence in my front garden, most rubbish is blown to my front garden by the wind. The problem could easily be fixed with a rubbish bin attached to the bus stop post. I contacted Council twice by phone asking to solve this problem but every time I was ignored. My front garden looks like a mess and I am fed up with picking someone else's rubbish all the time. Please help me.
