Hmo tenants not putting refuse out

Since refuse collection made 3 2 2010 there has been a massive pile of barely sealed small bags of refuse on the drive of 157 NEWBRIDGE HILL BATH BA1 3PX increasing many times per day.

Seems not one of the 16 [according to doorbells on door but no reply when I called] households within this property, have bothered to put any refuse out onto the main road for collection in over 2 weeks!

Have noted increased gull activity because of this, affecting all nearby properties and noticeable stench too.

BANES informed 5 days ago but no reply/no action.

Can this site help force these persons and their landlord to behave considerately?

Bags were removed on SUNDAY 21 2 10. If BANES had to make special trip to collect then hope #157 NEWBRIDGE HILL landlord/owner been charged for this EXTRA visit. Still, as of 24 3 10, see opened bags dumped BY bins instead of INSIDE the many bins on the property driveway. Lazy HMO tenants need BANES to nofify their landlord and get their behaviour corrected. Gulls evident in area in vast numbers.
