Dangerous dog/ Rottweiler

The man at number three Denbigh Court, Tugford Road is keeping a dog over which he has no control. This dog has now attempted to atack me on two seperate ocassions. Also, today it was out minus a leash and alone, wandering on the lawns behind Rutland Court it attempted to attack me again. Fortunately i was close to my kitchen door and managed to get in safely. This dog terrifies me and I dread to think what might have happened had I been returning home with my own dog at the time. This is unacceptable for two very good reasons. 1) This breed has a history of killing humans and smaller animals. 2)The 'owner' will in all probability have no paperwork or history related to this animal, as it suddenly appeared, fully grown and aggressive a few months ago. Something needs to be done about this animal before someone is attacked and maimed, or even killed. The dog is very large so I am afraid to leave my own home now, alone.
