Crows eating our rubbish!!

Hello, we have a problem on our street, where at least a dozen crows have taken up residence and are ripping open rubbish bags. Food is being strewn all over the street on a regular basis, ruining what is otherwise a lovely place to live, and creating an environment where other pests like rats could easily be drawn to. I'm a bird lover myself so don't want anything inhumane to happen, but we do need a solution. Maybe plastic bins for residents to use might help? I'd be happy to help advise residents how best to deal with this but think the council should also step in.
