Cars always on double yellow lines

Cars are always parking on the double yellow lines in London Street and Faringdon and Church Street. This makes travelling down the road problematic every afternoon since there is effectively always only lane that cars can use. Noone seems to pay the double yellows a blind bit of notice and this has been like this for at least a year!
