Excessive dog fouling on pavement

For a number of months there has been a large amount of dog mess on the pavement on Church Lane, to the point that it appears someone is walking their dog here for the sole purpose of allowing it to do this.

It really does need sorting out, particularly as the pavement is directly outside some sheltered housing and it's a slip hazard if nothing else.
