Dropped kerbs

Many problems with roadside parking.Not everyone on this drive manages to park outside there home and double parking is becoming more of a problem.Following a straw pole many are willing to drop the kerb and park on there property but the price to carry out this task is prohibitive. Is there any financial assistance from the highways department
