Vans blocking business access on Lansdown Walk

There are three large, white vans blocking business access and unloading options on Lansdown Walk. The owners have stated this is to allow their customers access to their business, however the result is to block access to other businesses. These vehicles also disregard No Parking - 24 hour access required signs put in place thereby encouraging others to do the same. In addition, This narrow road is used as a cut through and cars travel quickly down it. It is precarious to cross the road (as there is a business with premises on both sides of Lansdown Walk) due to the continued presence of these vehicles. Double yellow lines were discussed on this road, ideally for this industrial/residential street but have not appeared. A no parking/unloading zones between 8am-8pm Mon - Sat would be ideal when these small businesses rely being found and having full access to entrances both for general use and for health and safety purposes.
