Persistant Water flowing onto road

On the B3001 Farnham road between the Donkey Pub and Seale Road there are a couple of places where water frequently seeps/flows onto the road (on the side driven from the Donkey towards Elstead). This is always dangerous in the recent cold weather and I skidded on this just recently when there was no other wetness on the road. It is also helping to break up the road surface here. Some better drainage is needed to stop the water coming off the hill (or wherever it is coming from) and keeping it off the road surface

I live less than a mile from this problem. At the start of February there were three crashes in 4 days where the leaks - which all originate from the local water supply system - turned into black ice. On one occasion I had to help two people out of their car which had rolled after the black ice had led to a total loss of control. The police had to close the road for lengthy periods because the road surface was so treacherous. I presumed that the problem would be resolved, but a month later the situation remains the same and yesterday - after an overnight frost - two more vehicles span off the road.
We don't need to worry though: The local authorities are obviously very concerned with road safety. During this period they have invested time and money putting extra signs and pretty red rumble strips to alert drivers of changes in speed limits as you enter local villages. So that's alright then!
Guess what? I filed my report on Saturday evening. It was a cold night. The water leaks froze. Black ice formed and (very predictably) yet another car span off the road into the trees. The police shut the road again because it was unsafe - but no-one has yet started dealing with the source of the problems.
This problem persists. It is almost certainly a major problem requiring drainage to be put in alongside the road as well as investigating and fixing the problem at source - whether it is a water pipe or a natural water source causing the problem. Every time there is an overnight freeze more cars skid off the road here and the water causes the road to deteriorate.
