Unacceptably excessive dog fouling in the area

These narrow paths around the bobsleigh track is littered with an exceptionally high amount of dog faeces.
I walk it every weekday and there is always fresh dog faeces. In the past year alone it has been a constant problem.
It is very difficult to not encounter dog faeces around here. It's also prevalent in the adjacent fields.
I understand there are many dog walkers in the area due to the proximity of the Dog and Cats Home, and that some of the area may even be rural common land.
However I find the level of dog fouling in the area unacceptable, especially as these walkways that form part of the Bath Skyline walk are frequented by many walkers and school children.
Allowing volunteer walkers who do not take full responsibility for the dogs they are walking is a nuisance. Shouldn't the Cats and Dogs home at least ensure walkers have a supply of plastic bags?
