Water running down road

For months now water has been running down the lane from what I assume is a blocked drain. Now the road surface is breaking up.When will this problem be looked at ?

This lane has had very little maintenance over the past 10 years. The surface on the upper two thirds has been crumbling for years and is now unsafe to brake on. Due to the council allowing a nursery school and industrial units to open nearby the traffic using this narrow one track lane has increased at least ten fold over the past decade.

The road surface is now dangerous. There are holes on a blind bend and loose gravel at a badly sighted junction making braking risky.
