Parking on grass verge

The verge outside number 22 nepshaw lane is starting to look like a ploughed field with deep ruts appearing in the grass due to cars from number 22 parking on it. I beleive it is an offence to park on a verge and damage it. It is starting to look a real eye sore and detracts from the area. Most importantly it is a health and safety issue. Pedestrians who walk on the verge and put a foot in one of the ruts could quite easily break an ankle.People could also slip and fall on the mud they drag onto the pavements. Then there is the council grass cutters who could be thrown off their grass cutting machine when it come to cutting the grass.Number 22 are not only damaging the verge outside their own house but the verge above and below them. They even park their cars on the verge when the street is empty of cars. They have a drive way that will take two cars.

Updates
I was told Leeds Council do not deal with the problem of damaged and unsightly verges due to cars parking on then, as there are no parking restrictions on the street it seems that cars can park anywhere as long as they do not cause an obstruction. They did not make any comment on the health and safety issues that I raised.I was advised to ring the Police if I was having problems with parking on my street. The council will only act if the damage is caused by heavy goods vehicles.
