Untaxed Vehicle

There has been an untaxed car parked on my street since the 31st December. I know that it has been reported to the DVLA at least 3 times with no sign of being moved or being taxed. It is currently taking up much needed car parking space. The vehicle in question has been bought, parked up and just been left stood, no sign of usage has been noticed over the past few months.
