Disabled space can be used by anybody. Why?

Dear Sir/madam. We have an isssue with this one and only disabled space on this very busy street (bcs of AMEX) for longen than a year now. I am a disable badge holder and have reported several times (by phone and also by email) that this space is being used by other cars without displaying the bluebadge. Althought the sign is there the parking attendants can't even issue a ticket because they said that this bay is not marked properly because of the faded paint. It's been neglected like that for over a year. I have a record of over 7 cars parked there in last 2 months (and I didn't make a record of all of them from obvious reasons). The disabled people who live on this street and can't walk have to use pavements, double yellow or pak on the grass where they obviously are in the risk of getting parking ticket. I feel like there is clear interest of the council to issue parking ticket for bad parking but I am asking why the council didn't sort out this problem to avoid such a situations. What can be the cost of repainting the lines?

Hello there. It's been over one month and nothing has changed. How hard can it be to pain one sign on the road so it can be used for it's purpose?
