Yew tree road street cleaning

I have lived at Yew tree road for nearly 3 years and have never seen the street being swept. People generally sweep outside their own front door apart from some houses that are empty and some who dont bother. The main problem is at the top of the road, to the side of the tropical fish shop and where the pizza shop is nobody takes responsibility. This is always littered with all kinds of rubbish and has countless cigarette butts. This is the entrance to the road and people just walk down the road to avoid getting shoes dirty etc
