I received the following reply from Cornwall Council on 11 Feb 2010.

We have had no heavy rain for some time and therefore the problem will not be visible until we have.

Thank you for your recent email regarding the blocked drain at Trevanion Road.

We are aware of this issue as the gully continually fleeces over with debris. The whole of the road from Burlawn to Wadebridge is shortly due to be ploughed and swept. This should go some way to improving the present situation.

Thank you for bringing it to our attention.
