Trash dumped daily

Cigarette stompies are being constantly dumped by ignorant parents outside the school fence daily, and they don't seem to be cleaned up. Can this be remedied? Perhaps a law prohibiting parents to smoke next school playgrounds as the smoke hovers into the childrens' play area easily. Health hazard.

Nobody wants to solve this problem. Stompies were cleared up, but that doesn't stop the smoking issue. A stompie box was going to be put by the fence months ago - where is it??
