Dog fouling

Man at No.45 Essex Gardens repeatedly opening his door to back lane and allowing dog to foul in the street. Been spotted several times and just calls dog back in and never cleans it up.

Have noticed the woman at No.45 now cleaning up after the dog but there's still dog dirt in the street. Cannot confirm whose dog this is.
