Did not empty bins

Derby city council did not empty wheelie bins last week on the bottom of parliament st.as you know they said they would do it in 2 to 3 working days,they did not.so today they turn up and empty the bins but leave behind 3 black bags from number 77.those bags are there because the the bins were not emptied last week.a totally useless bunch derby council are.do we get a rebate?
