Water running down the road

Since number 14 had their driveway levelled and re-surfaced in the summer a steady flow of water has been running down the road. I assume the driveway has been laid over the natural spring which runs beneath the houses. The water has become particularly hazardous in the recent icy weather when the water has frozen over and created somewhat of an ice skating rink. I am unsure whether this would be a problem for the council or the water board.
