Vandalised Lighting

I am sick and tired of the lighting in this area constantly being vandalised. the lamps which light the stairs never seem to work, and when they do work it always seems to be a short time before they get damaged again. Please could something be done about this.

To the best my knowledge these lights are still not working and i have been unable to establish whose responsibility they are.
