Rubbish bags left on the street

Outside 15 Yoakley Rd (block of flats)black bin bags of rubbish (between 2 and 6 on average) have been left on the street blocking the pavement every day for the last 10 days causing problems accessing the pavement - especially as children use Yoakley Rd to get to Grazebrook Primary. Now this rubbish is not left anyway near the rubbish facilities for this block of flats. I live in Brett Close and the rubbish outside this block is becoming an increasing problem as it is being opened/ripped apart by foxes and then blown/kicked into Brett Close. Many Thanks.
