New road surface crumbling

This road surface was some sort of surface dressing that has ben crumbling since it was laid. It has been road swept a couple of times to clear the chippings that are breaking away from the road surface. The road surface could do with a more appropriate surface as it was never bed in properly due to the shape of the close and is covered in shingle as the surface is degrading rapidly. Could the shingle please be cleared and the surface reassessed please?

I am aware that only a sweeper has been requested. There has been a number of complaints from residents regarding the poor road condition after the new surface dressing. It has been swept on a number of occasions and keeps breaking down to the point that moss is starting to grow on the surface. The grit gets everywhere including the pavements surrounding the close. Is there any way this could be included on a schedule of works for it to be surfaced properly please?
