Dodgy people trying to get into 84 Harpley Square

Tenant from 84 has disappeared for the last 3 months or so. Been told by neighbours that he's left the country and have reported this to the council which of course they've done nothing about. Now some of the undesirables AKA the druggies have noticed it empty as never any lights on and bathroom window is broken with handle exposed. They were trying to get in but stopped when they saw me.
No point calling the police as they won't do anything - in fact when my partner was bitten by a dog they didn't even come out so best not bother them
We don't want squatters in there but you can't force the council to do something if they can't be bothered.
