Cars always parked on Red lines

Traffic often very congested here approaching this roundabout because no parking warden evident. They just ignore the red lines with impunity.

This problem continues, but I am not sure anything can be done about it as some locals seem to ignore most laws relating to driving - no seat belts, driving while on the mobile phone,running red lights, double parking.
