Offensive Light Pollution

I live next to the Eva Armsby Centre (Glamis Road) on Cable Street and for the past few weeks have suffered with terrible insomnia as a result of the new lighting which they have installed over their car park. Unfortunately even black-out blinds do not prevent the light keeping me awake at night, as it is so bright that even a glint of it lights up my bedroom.

From an environmental perspective, this lighting is a travesty for nocturnal species and surely goes against the borough's own aims to increase biodiversity and comply with the Millennium Ecosystems Assessment guidelines.

It is my understanding, that even though our leaseholder representative has spoken with the Eva Armsby Centre, they have refused to simply be neighbourly and have ordered a full Environmental Impact Assessment at the expense of the council tax payer. Clearly this is obscene waste of money when the simple solution would be to fit sensors to turn the lights on as necessary of a night time. FYI the centre is locked and empty by around 7pm every day, so nobody that I have spoken with can understand why they are being so very unreasonable.
