Why don't the Police read Highway Code ss 242 and 243 and exercise their powers under: Section 22 of the Road Traffic Act 1988

Regulation 103 of the Road Vehicles (Construction and Use) Regulations 1986

Section 137 of the Highways Act 1980 (as amended by sections 38 and 46 of the Criminal Justice Act 1982 and the Police and Criminal Evidence Act 1984, Schedule 7)

to remove this vehicle parked on a traffic calmed junction?

The Council Parking Enforcement Officers have no powers and the PCSOs do not believe it is an obstruction. So nothing is done.
