Car's blocking the road

This is a small road between two village greens which is used very regularly. Most days, especially at school times, the road is blocked by cars making it impassable, despite adequate parking just yards away. This is very inconvenient, unbelievably annoying and potentially dangerous - what if an ambulance or fire engine needs access?

I received this reply just a few days later advising me what I should do:-

'As this is classed as an obstruction you would need to contact the police. Unfortunately it is not something that Cherwell District Council would deal with.
