Road Sweeper Sitting Outside My building

Every morning at around 6AM a council road sweeping vehicle parks up outside my building and sits there for up to half an hour at a time. The engine is kept running and the vehicle emits a loud constant banging noise. I have already complained to the council about this in December who promised to investigate. It is still happening. It is now affecting my work as I am unable to concentrate during the day due to lack of sleep.
