Parked Cars Blocking Footpath

The whole footpath is blocked by parked cars during office hours. Surely this is against the Highway Code and should result in traffic police issuing tickets?

Had a very encouraging conversation with Optima today. Maybe their wardens will take action about the carparking on their own doorstep. Watch this space.

I've had no contact from the city council on this issue. I made proactive contact with Optima (the local social landlord) who seem at a loss as to how to fix this too.
