Severe deterioration of road surface

Outside 147 Isledon Road the road surface has badly deteriorated causing severe vibrations in the adjacent houses when buses drive (at speed) over these potholes. This in turn is leading to cracks appearing inside my house.
The problem originated due to a leak under the road. This was reported to Thames Water over 2 years ago, and has yet to be properly resolved. As a result of this, neither Thames Thames Water nor TFL will take responsibility for resurfacing the patch of road and so the problem continues to deteriorate. Following TFLs latest refusal to resurface the roa, we would like the Council, as the freeholder of the property, to take responsibility for ensuring that this situation is resolved.
