Massively neglected road - nearly inaccessible unless in a 4x4

The lower section of Woodlands road is virtually inaccessible due to massive potholes of 12" deep.

If it is not the council's responsibility to fix this road, could you please chase up the responsible party of give guidance on how to progress this.

Is there a duty to maintain access via this road?
