Noisy manhole cover

There is a loose manhole cover directly outside a large apartment block. This is a busy road and the cover bangs very loudly everytime it is driven over, keeping people awake at night.

The manhole has been covered over with some tarmac, but it still makes some noise. We'll see how long it lasts!
