Rubbish dumped on the pavement

One month later and the council has still not addressed the situation of the residents of 2 Dale road consistently dumping their rubbish on the pavement. Every other resident in the area keeps their bins within the boundaries of their property however this one family is causing the street to look untidy. When ever the wind blows it pushes all the rubbish towards Dale close and gives the street a terrible appearance.

What do we need to do for the council to address this!!!!
