Bin men didnt epmty bin

I live at 65 hareclive rd hartcliffe bristol bs139jp unfurtuatly the bin men failed to empty our bin because somebody was park out side the person who is parked in front of out flats doesnt even live here therefore i fail to see why this is out problem an cannot see why our bin has not been emptyed many people who live in my bloke are single mums and struggle with ribbish being dumped out side our bloke alot there fore we realy need out bin to be emptyed each week
